“Rupees 84,72,762 disbursed unlawfully in haste, Rs. 35 lakhs in pipeline”
DODA, Sep 14: In another land mark appointment scam education authorities of Doda in collusion with infamous Legal and monitoring Sections of Directorate of School Education Jammu and Chief Education Office Office Doda ordered for regularization of 03 numbers of established backdoor appointed Rehbre Taleem Teachers of Zone Doda and Zone Ghat whose regularization was not allowed by former one dozen Directors of School Education Jammu since 2014 after adverse enquiry reports submitted by Anti Corruption Bureau Jammu and other authorities of Deptt.
Their regularization orders were issued in contravention to High Court orders issued in WP (C) No:- 2866/2024, WP (C) No: 840/2025 and RP No:- 11/2025 challenging appointment of said illegally appointed ReT’s to file replies.
Immediately after regularization an unlawfull arrears amounting rupees Forty Three lakhs, Sixty Seven thousands and five hundred fourteen was disbursed to usurper Zakir Hussain ReT PS Check Post Doda and rupees Forty one lakhs, five thousand, two hundred and forty was provided to usurper Mohd Iqbal ReT UPS Basti Koti, Doda. Documents reveal Zakir Hussain managed appointed as ReT in Pry. School Check Post Doda in 2016 by fraud on the basis of terms and conditions of wrong, post appointment advertisement DIP/J/805 dated: 01-07-2004 ignoring another fact that Zakir Hussain had applied for the post of 3rd Teacher in MS Akramabad vide advertisement No: DIP/J/834 dated: 16-7-2003.
Moreover Zakir Hussain was overage at the time of appointment as well as regularization violative of prohibitory guidelines envisaged in Govt. order No: 396-Edu of 2000 dated: 28-4-2000. Similarly Mohd Iqbal resident of Revenue Village Beoli was appointed ReT in UPS Basti Revenue village Koti of Doda Zone in 2009 without advertisement of vacancy at Zonal Level by forging fake panel established by Anti Corruption Bureau Jammu and Education Deptt. vide No: SVO/VERI-UD-08/2012/9248-50 dated: 21-6-2013, No: SSP/DKR/PE’s/1496/ACBD dated: 3-5-2021 and No: (Enq-Edu Zone Doda) 2016-1 dated: 17-2-2016 but said enquiry reports were hushed up.
Farid Ahmed Naik ReT UPS Chitran, Zone Ghat an unknown Education Volunteer was engaged ReT on the basis of fabricated claim in 2014 ignoring the fact that then ZEO Ghat Pritam Singh and Showket Hayat had reported that the said Farid Ahmed Naik doesnot exists in the record of Education Zone Ghat. An enquiry report dated: 20.04.2012 also had declared claim of Farid Ahmed Naik as fake and forged. As per record Farid Ahmed worked in Pvt. School w.e.f 2003 to 2011 and is facing case in Hon’ble High Court of Jammu vide WP (C) No: 2866/2024 same has been kept aside by Directorate of School Education Jammu and regularization order was issued to said usurper. Department is in hurrying to disburse over Rs 30 Lakhs unlawful arrears to backdoor appointee.
Question arises that about one dozen Directors of School Education Jammu and various enquiry reports in last 15 years had rejected the regularization claim of above named ReT’s how abruptly they were found appointed genuinely by sections referred above. Available Record reveals concerned legal Cells and monitoring cells have managed over 40 backdoor appointments in known Zone Ghat , Bhagwah and Doda till date by not filing replies before Court , by irrelevant advocacy and by manipulation of facts and are acting as auxiliary recruitment agency in the department parallel to JKSSB. Public looks for action from Governor and Chief Minister of UT of J&K.
