DODA, Sep 8: Yet another alleged case of irregular appointment, forgery and manipulation of official records has surfaced in the office of the Zonal Education Officer (ZEO), Ghat, in District Doda.
According to documents and allegations emerging from the department, a person , who was allegedly never engaged as a Contingent Paid Worker (CPW) at Government Middle School Lower Seel, Zone Ghat, was subsequently shown as a CPW and later regularised against the post of Multi-Tasking Staff (MTS) on the basis of allegedly fake and forged documents.
The matter came to light after the Chief Education Officer, Doda, constituted an inquiry committee comprising the Principal of HSS Ghat and the ZEO Ghat to investigate allegations concerning the illegal appointment and regularisation of a CPW of Government Middle School Lower Seel.
The inquiry committee was constituted vide Order No. CEO/D/MC/2026/6059-64 dated 22-07-2026.
A communication reportedly issued by the staff of Government Middle School Lower Seel, vide Letter No. GMS/LS/15 dated 27-08-2026, has raised serious questions regarding the alleged appointment.
According to the communication, CPW was not known to the staff of Middle School Lower Seel, was never engaged or posted there, did not work in the school and, allegedly, his name does not exist in the relevant school records.
Sources within the department have further alleged that the irregularity dates back to 2018-19, when the then ZEO Ghat allegedly facilitated the projection of as a CPW of Middle School Lower Seel. It is also alleged that during the period when the ZEO office functioned as the DDO, an amount of Rs 1,500 was paid to CPW from office funds, allegedly without authentication from Middle School Lower Seel.
The allegations further claim that during 2024-25, the concerned officials facilitated the regularisation of by submitting purported continuity and work certificates to higher authorities.
More serious questions have now been raised over his subsequent posting at DIET Doda, which has been described by sources as a favourable posting. It is also alleged that he has drawn approximately ₹4 lakh in salary on the basis of the disputed appointment and subsequent regularisation.
The allegations, if established through an impartial inquiry, could raise serious questions regarding the functioning of the concerned officials and the authenticity of official records maintained by the department.
The matter now warrants a fair, transparent and time-bound investigation by the competent authorities. Questions are also being raised as to whether the Anti-Corruption Bureau and Crime Branch will examine the allegations independently and fix responsibility if any wrongdoing is established.
The allegations mentioned in this report are subject to verification and the concerned officials and individuals should be given an opportunity to present their version before any final conclusion is drawn.
