SRINAGAR, Nov 4 (Agencies): The Jammu and Kashmir Higher Education Department has directed all government degree colleges to strictly enforce attendance requirements and prescribed working hours for teaching and non-teaching staff, warning that violations could invite disciplinary action.

The directions were issued through Circular No. 01/DC-HE of 2026, dated November 3, by the Directorate of Colleges, following reports of unauthorised absence and failure to observe official working hours, which the department said were affecting institutional discipline and the teaching-learning process.

Under the circular, Principals of all Government Degree Colleges have been instructed to ensure regular biometric attendance, punctuality and the uninterrupted conduct of classes.

The department has also made it clear that no employee shall leave college premises during working hours without obtaining prior permission from the competent authority.

Heads of institutions have been directed to personally supervise compliance with the instructions and ensure accountability among staff members.

The circular warns that any violation of the prescribed norms will be viewed seriously and may lead to disciplinary proceedings under the applicable rules.

It further states that failure to comply with the directions or submission of incorrect information will invite strict action against the officials concerned.

The circular has been issued by Prof. (Dr) Twinkle Suri, Director Colleges, Jammu and Kashmir.
