DODA, Oct 2: A social activist and self-described whistleblower, Ghulam Ahmed Malik, has approached the Anti-Corruption Bureau (ACB), Jammu and Kashmir, alleging large-scale financial irregularities and suspected misappropriation of government funds in developmental works executed through the Rural Development Department (RDD), Block Udhyanpur.
In his complaint dated 30 May 2026, submitted through the Satark Online Portal, Malik has named former BDC Block Dali Udhyanpur Shabir Ahmed Naik, NYC Block Udhyanpur Mushtaq Ahmed Dar, besides certain alleged agents, material vendors and officials of the RDD, Revenue Department and J&K Bank, seeking a detailed investigation.
The complainant stated that he had earlier submitted a complaint on 8 September 2025, following which the District Administration, Doda, appointed Akhter Hussain Qazi (JKAS) as Enquiry Officer. According to the complaint, the officer conducted a spot inspection on 24 October 2025 and subsequently submitted an inquiry report to the Additional District Development Commissioner, Doda, on 5 December 2025.
Malik further stated that he submitted additional details and supporting material concerning alleged irregularities in Panchayats including Kuluhand, Udhyanpur, Bagla, Bharat-A and Bharat-B on 13 February 2026.
The complaint contains extensive vendor-wise payment details and alleges that substantial amounts were withdrawn under the material component of developmental works despite, according to the complainant, the absence of corresponding works on the ground. The complainant has alleged that payments involving several vendors in the concerned panchayats require verification through physical inspection and official records.
A separate portion of the complaint concerns 21 developmental works reportedly sanctioned under MPLADS in 2020, with a combined agreed amount stated by the complainant as approximately ₹54.98 lakh. Malik alleges that several of these works were shown as executed despite allegedly not being physically executed, and claims that some were located near properties or residences of persons allegedly connected to Mushtaq Ahmed Dar. These claims remain allegations contained in the complaint and would require verification by the competent authorities.
The complainant has also raised allegations concerning certain revenue mutations and claimed that a land mutation was allegedly carried out on the basis of a forged will. He has sought investigation into the role of concerned Revenue officials.
Another issue raised in the complaint relates to the location of a J&K Bank branch, with Malik alleging that the branch sanctioned for Dali was opened at Hanail Makkar Phat instead. He has sought an inquiry into the circumstances surrounding the location of the branch and related land issues.
The complainant has requested the ACB to conduct spot inspections, examine official records and identify the persons responsible if the allegations are substantiated. He has also sought registration of FIRs against persons found involved, recovery of allegedly misappropriated government funds and action against officials or private persons found responsible after investigation.
The complaint also refers to earlier representations submitted before the Deputy Commissioner, Doda, and the Zonal Manager, J&K Bank, Doda.
The allegations contained in the complaint have not been independently established. The role, if any, of the persons named in the complaint would be determined only after verification and investigation by the competent authorities.
