DODA, Aug 8: Questions have once again been raised over the repeated attachment of a teacher from Government High School Pranoo to the Office of the Chief Education Officer (CEO), Doda, with another order reportedly allowing the teacher to continue functioning as District Nodal Officer (DNO).
As per Order No. CEO/D/32515-520 dated February 23, 2026, the teacher was directed to continue performing duties as DNO in the office of the CEO, Doda, in addition to his duties at the parent institution, until further orders.
The issue has again come into focus following Order No. CEO/D/Cul/2026-27/8895-99 dated June 22, 2026, through which the same teacher was reportedly attached as DNO in the CEO’s office. The repeated orders have raised questions over the administrative necessity, justification and duration of the arrangement.
Ifroz Ahmed, social activist and member of Civil Society Doda, has sought clarification from the concerned authorities, including the Commissioner/Secretary, School Education Department, Director of School Education, Jammu, Deputy Commissioner Doda and CEO Doda.
Ahmed alleged that the continued deployment of a teaching official in the CEO office raises questions in view of departmental directions issued from time to time regarding the detachment of teachers from administrative offices and their availability at their respective parent institutions.
Ahmed has also questioned the nature and extent of duties reportedly being performed by the teacher. He alleged that, despite being posted as a teacher at the parent school, the official regularly attends meetings, visits schools and ZEO offices, issues official orders and handles various activities associated with the CEO office.
He questioned whether such extensive administrative responsibilities being assigned to a teacher attached from a government school are consistent with applicable departmental instructions and norms.
Another issue raised concerns the existing ministerial staff in the CEO office. Ahmed questioned why the services of a teacher are being repeatedly utilised for administrative and field-related functions when designated office staff, including a Personal Assistant holding the post of Senior Stenographer, are reportedly available.
Civil Society Doda has sought a clear explanation regarding the necessity and administrative justification for repeatedly extending the teacher’s attachment. Ahmed also questioned whether a temporary arrangement can continue for such a prolonged period and whether the deployment affects the availability of teaching staff at the parent institution.
The organisation has urged the School Education Department and Education Minister Sakina Itoo to examine the two attachment orders and ascertain whether the arrangement conforms to applicable rules, departmental directives and established administrative norms.
The matter has also brought into focus the broader issue of teachers being deployed in administrative offices while government schools continue to face the need for adequate teaching personnel.
Civil Society Doda has accordingly sought clarification on the necessity, duration, authority, justification and precise scope of duties assigned to the concerned teacher, as well as the reasons for repeatedly continuing the attachment.
