JAMMU, Jul 20: The J&K +2 Lecturers’ Forum on Monday urged the Jammu and Kashmir Government to expedite the regularisation of Incharge Lecturers, implement the Assured Career Progression (ACP) Scheme, and carry out transfers under the Annual Transfer Drive (ATD), describing these as long-pending and genuine demands of the teaching fraternity.

The issues were discussed during a joint meeting of the Forum chaired by Chairman R.S. Salathia and jointly presided over by Provincial Presidents Pardeep Koul (Jammu Division) and Younous Gurezi (Kashmir Division). The proceedings of the meeting were conducted by R.K. Padroo, who facilitated detailed deliberations on various service-related issues affecting lecturers.

The Forum expressed concern over the prolonged delay in the regularisation of eligible Incharge Lecturers despite the completion of all required formalities in many cases. The members observed that the continued uncertainty has caused widespread dissatisfaction among deserving lecturers and urged the Government to resolve the issue without further delay.

Addressing the gathering, Chairman R.S. Salathia said the teaching community has always discharged its duties with dedication and commitment. “It is now the responsibility of the Government to fulfil the legitimate aspirations of lecturers by ensuring early regularisation and addressing other pending service matters in a time-bound manner,” he said.

Provincial President, Jammu Division, Pardeep Koul appealed to Chief Minister Omar Abdullah, School Education Minister Sakina Masood Itoo, and Commissioner/Secretary, School Education Department, Ram Niwas Sharma, to personally intervene for the early resolution of the issues. He said the immediate regularisation of Incharge Lecturers, implementation of the ACP Scheme and transfers of Lecturers and Principals serving in far-flung areas under the ATD were long-overdue demands deserving urgent attention.

Provincial President, Kashmir Division, Younous Gurezi said lecturers serving in remote and hardship areas have rendered exemplary service under challenging conditions and should be given a fair opportunity for transfer under the ATD policy. He, however, maintained that the regularisation of Incharge Lecturers remains the Forum’s top priority.

Chief Advisor Pardeep Singh Rakwal, Vice President B.K. Tickoo, Showkat Zarger, Chief Organizer R.K. Padroo, and Legal Advisor Gh Nabi Malik also addressed the gathering and highlighted the Forum’s efforts and the latest status of pending issues. They expressed confidence that the present Government would adopt a positive and sympathetic approach towards resolving the genuine demands of the cadre.

The Forum also expressed gratitude to School Education Minister Sakina Masood Itoo for the recent elevation of a large number of Senior Lecturers as Principals, describing the move as a landmark decision that has removed long-standing stagnation in the cadre and strengthened the administrative framework of the School Education Department.

Among others present were Surinder Madhyal, District President Kathua, Suresh Mattoo, and G.R. Mir, who endorsed the resolutions adopted during the meeting.

The meeting concluded with a unanimous resolution to continue pursuing the issues through constructive dialogue with the Government, expressing hope that the pending demands would be addressed in the larger interest of the School Education Department and the teaching fraternity across Jammu and Kashmir.
