KISHTWAR, Sep 15: A meeting of the Bhagat Development Forum (BDF), District Kishtwar, adhoc body, was held under the chairmanship of Ajeet Bhagat, with Satish Kumar Bhagat, Administrative Officer, and Lalit Bhagat, Convener, regarding the removal of District President Vijay Kumar Bhagat.
According to the press release, Vijay Kumar Bhagat had been elected as the District President of Bhagat Development Forum, Kishtwar, by the adhoc body. A show-cause notice, bearing No. BDF/KTWR/Expl/2026-27 dated September 2, 2026, was subsequently issued to him over several alleged organisational lapses.
The notice cited alleged failure to constitute district-level office-bearers, including the General Secretary, Senior Vice President, Publicity Secretary and Cashier, as well as failure to constitute committees at the block, tehsil and panchayat levels. It also referred to alleged shortcomings regarding meetings and training activities and the failure to raise community-related issues before the administration and government.
The BDF adhoc body stated that the reply submitted by Vijay Kumar Bhagat was unsigned and considered unsatisfactory. It further alleged that he had violated the norms of the Forum and created mistrust and a lack of confidence among members of the SC community in District Kishtwar.
The Forum termed the alleged conduct as serious misconduct and said it had caused damage to and defamation of the organisation under Clause 13(A) of its rules.
Accordingly, by virtue of the powers vested in the Chairman of the adhoc body, the Forum ordered the immediate removal/termination of Vijay Kumar Bhagat from the post of District President, District Kishtwar.
The order further stated that Vijay Kumar Bhagat would cease to represent the Bhagat Development Forum before any government or non-government authority, media platform or public forum. He was also directed to hand over any records of the BDF in his possession to the Chairman of the adhoc body.
The Forum clarified that any act undertaken by Vijay Kumar Bhagat in the name of BDF Kishtwar after the issuance of the order would be considered his personal act and responsibility, and the organisation would not be responsible for it.
The press release stated that legal action under Clause 14(E) could also be initiated. The decision, it said, had been taken in the interest of the community and to restore the non-political character of the Bhagat Development Forum.
