JAMMU, Sep 2: The Provincial President, J&K Lecturers’ Forum, Jammu Division, Pardeep Koul, on behalf of the entire Lecturer fraternity, has warmly welcomed the appointment of Khalid Majeed, KAS, as Special Secretary, School Education Department, J&K.
Pardeep Koul expressed confidence that Khalid Majeed, with his rich administrative experience, professional competence and understanding of Government functioning, will provide effective leadership and contribute towards further strengthening the School Education Department.
The Forum expects that Khalid Majeed may also be entrusted with the important responsibility of Nodal Officer, HRM (Human Resource Management), where his administrative experience can prove valuable in resolving long-pending human-resource-related issues of the Department.
The Provincial President has specifically urged the newly appointed Special Secretary to look into the long-pending issue of regularisation of eligible Incharge Lecturers, which, as understood, is presently at its final stage. He requested that the matter be brought to its logical conclusion at the earliest so that justice is finally delivered to those Lecturers who have been performing their duties and responsibilities in higher positions for years.
Koul further pointed out that the Government had already provided a one-time exemption for regularisation in the light of SAC Decision No. 166/22/2018 dated 07.12.2018, which was duly implemented through GAD Order No. 114-GAD of 2019 dated 23.01.2019. The Forum believes that completion of the regularisation process in accordance with the applicable Government decision and orders would go a long way in removing the uncertainty faced by eligible Incharge Lecturers and would provide them the long-awaited sense of justice and recognition.This would prove beneficial for the students, he added.
The Forum also expressed hope that under the dynamic leadership of Khalid Majeed, issues concerning transparent HRM, promotions, transfers, repatriation of officers from difficult areas and the overall career progression of the teaching fraternity will receive due consideration.
“We extend our sincere best wishes to Khalid Majeed, KAS, on assuming this important responsibility and look forward to a positive, responsive and consultative approach towards the genuine issues of the Lecturer fraternity. We are confident that his rich administrative experience will be instrumental in taking the School Education Department forward,” Pardeep Koul said.
The J&K Lecturers’ Forum assured the newly appointed Special Secretary of its full cooperation in all initiatives aimed at improving the functioning of the Department and strengthening the quality of education in J&K.
