JAMMU, Aug 22: The Tribal Gujjar Bakkarwal Welfare Foundation, a forum working for the welfare and advancement of the Gujjar-Bakarwal community and preservation of its culture and traditions, convened an online meeting to discuss reports concerning the alleged sexual exploitation, pregnancy and tragic death of a 12-year-old Gujjar girl studying in Class 5.
The members expressed profound shock and anguish over the incident. Referring to media reports, the Foundation said the child was allegedly sexually assaulted by her school teacher, Khalid Hussain, over a prolonged period, allegedly resulting in pregnancy. It was further reported that the child was allegedly administered pregnancy-termination medication in circumstances involving Khalid Hussain and his brother, Tariq Hussain, following which the child and newborn reportedly died. The Foundation stressed that the allegations must be investigated thoroughly, impartially and expeditiously, with responsibility fixed strictly according to law.
The Foundation expressed concern over allegations that the accused family was influential and that pressure or threats may have been used against the economically vulnerable nomadic family. It urged the Police and Civil Administration to ensure the safety of the victim’s family and witnesses and prevent any interference with the investigation.
The members said the allegations were particularly grave as one of the accused was reportedly the child’s teacher, a position involving trust and responsibility. They called upon the National Commission for Protection of Child Rights, Child Welfare Committee, Police and other competent authorities to take cognisance of the matter.
The Foundation also sought an inquiry to determine whether any other children associated with the institution may have faced abuse or harassment. It urged authorities to introduce periodic child-safety audits, awareness programmes and confidential counselling mechanisms in educational and other institutions where children remain under adult supervision.
The online meeting was attended by Dr. Nasib Ali, Kabir Choudhary, Fazal Hussain, Mustafa Ali, Noor Ahed Chouhan and Sajad, among others. The members reiterated their resolve to stand with the bereaved family and work for the safety, dignity and protection of children in the Gujjar-Bakarwal community.
