JAMMU, Aug 19: Shri Ram Sena (SRS) UT President Rajiv Mahajan has urged Union Home Minister Amit Shah to order a comprehensive reverification of all surrendered militants who have subsequently obtained government jobs or other government benefits in Jammu and Kashmir.
SRS said the exercise should establish the complete background of each individual at the time of joining government service, including his identity, surrender record, previous activities, criminal cases, educational qualifications, recruitment documents and the circumstances under which the appointment was granted.
SRS further demanded that the authorities conduct a time-bound verification of the present financial status and assets of such persons, including property, land, houses, vehicles, businesses, bank-linked financial interests and other investments, wherever legally permissible. The verification should compare the individual’s declared assets and legitimate sources of income at the time of appointment with his present assets.
The organisation said the purpose of the exercise should not be to target anyone who has genuinely abandoned violence and successfully joined the mainstream, but to ensure that government employment and rehabilitation benefits were granted strictly according to law and that no person obtained benefits through concealment, false documents, criminal antecedents or other irregularities.
SRS pointed out that the official J&K rehabilitation framework contains provisions for recording important details of a surrenderee, including his association with a terrorist organisation, training, date and place of surrender, weapons recovered, past criminal record and pending legal proceedings.
SRS has therefore appealed to the Union Home Ministry and the J&K administration to constitute a special verification mechanism involving the police, security agencies, revenue authorities and other competent departments to examine cases individually and take action wherever any illegality or fraud is established.
“Rehabilitation is welcome for those who genuinely surrender violence and join the national mainstream, but public employment must remain subject to complete verification, transparency and the rule of law,” Mahajan said.
