KISHTWAR, Jul 14: Social activist Joginder Bhandari has criticised the alleged practice of sub-contracting in the Dul Hasti Hydro Electric Project Stage-II, urging NHPC Limited to intervene and review the arrangement.

Bhandari alleged that Max Infra Pvt. Ltd., the main contractor executing the project, has sublet portions of the construction work to sub-contractors. According to him, this has adversely affected employment opportunities for unemployed youth in District Kishtwar, who were expecting to benefit from the large infrastructure project.

He said that one of the key objectives of such a major development project should be to generate employment for local residents. However, the prevailing sub-contracting system, he claimed, has deprived many deserving local candidates of opportunities to work on the project.

Appealing to NHPC Limited for immediate intervention, Bhandari urged the public sector undertaking to examine the practice of subletting and take necessary steps to discontinue it. He requested NHPC to direct the main contractor, Max Infra Pvt. Ltd., to execute the project directly through its own workforce instead of engaging sub-contractors.

Bhandari said that direct execution by the principal contractor would enhance transparency, accountability and efficiency while creating more employment opportunities for the local youth. He expressed hope that NHPC would take prompt action to safeguard the interests of the people of Kishtwar and ensure that the Dul Hasti Hydro Electric Project Stage-II contributes meaningfully to the district’s socio-economic development.
